This president likes milk o. Everyone is facing front he is facing milk. No wonder he gave Ibinabo political appointment. Smh and am sure with all the ogogoro he drinks, if he does more than one round, they will have to call ambulance. Anyway what is my own? -Newyorker

There is so much one can infer from a still moment in time when it comes to a picture as this. It is never conclusive, since images in still shots show a very brief moment in time-often in tiny fractions of a second. The President in that shot could be turning his head to face the photographer, turning his head to face a fellow participant, or looking at the shorter lady , or simply nodding. His complete body position and face profile suggests he could be doing any of those things mentioned. The interpretation that he is actually looking at that woman's bust-side is not concretely supported by this picture-as seen from the eyes a professional photographer(I've seen so many, even Obama portrayed as a woman-bust-looking President too). Its only provides a funny moment for the untrained eyes.
